The Disability Policy Consortium is seeking three Census Outreach Coordinators to work on 6-8 week project, with funding from the MA Census Equity Fund, to increase census returns among people with disabilities. DPC will employ a three-tiered approach to increase census reporting among persons with disabilities:
First, we will carry out geographically targeted outreach in three underreported regions: Boston/Cambridge, Worcester, and Holyoke/Springfield .
Second, we will target four sub-groups within the disability community: persons who are Deaf, Deaf-Blind or hard of hearing, persons who are blind or visually impaired, persons with psychiatric disabilities, and persons who employ Personal Care Attendants.
Third, we will coordinate our effort with other organizations participating in the Census Equity Initiative and take steps as needed to develop capacity within the Initiative and other census related activities to meet the accessibility and effective communications requirements of the Americans with Disabilities Act.
The Census Outreach Coordinators, working with the Assistant Director for Policy and Advocacy, will play an integral role in this project. In the first phase of the project, the team will develop a community profile of where outreach will happen.
The Census Outreach Coordinators will use the community profile to develop an outreach plan and schedule, detailing activities to introduce the census process and goals of the Census Equity Initiative to prospective collaborators and supporters, and to provide instruction and assistance to groups and networks of people with disabilities, family members, and PCAs in filling out and submitting census forms.
Outreach Coordinators will also identify, contact and, to the extent possible, coordinate their activities with other Census Equity projects operating in their areas of responsibility. Coordination will include site visits, at a minimum, to a representative sample of facilities where census assistance is to be provided to ensure that they are, in fact, compliant with the physical and communications accessibility requirements of the Americans With Disabilities Act, and that staff and volunteers are introduced to the basic principles of disability etiquette and the use of auxiliary communication services and devices, and problem solving techniques.
A person with a disability is preferred. Applicants selected will be self-starters, able to work independently and know when to seek assistance. Applicants should be able to manage his or her transportation. Furthermore, applicants must have the ability to communicate effectively and have broad knowledge of the community they seek to work in. Fluency with computer software such as MS Office Suite is a must. The person also must demonstrate working well with others in a team.
This position has a flexible schedule with the ability to work remotely part of the time. The position will last the duration of the project, 6-8 weeks, and will be approximately 10 hours per week, including days, evenings, and weekends.
